Announcement on matters related to upgrading the new express mail clearance management system

In order to achieve the integration of customs clearance in the express field, optimize the regulation of inbound and outbound express shipments, and improve the efficiency of express customs clearance, the General Administration of Customs decided to upgrade the new express mail clearance management system (hereinafter referred to as the new express mail system) on September 25, 2018. The announcement is as follows:

1. The Customs Department's Announcement No. 19 of 2016 documents the inbound and outbound express mail (referred to as Class A express mail), the personal goods category inbound and outbound express mail (referred to as Class B express mail), and the low-value goods inbound and outbound express mail ( The scope of the C-type express shipment is adjusted. The C-type express mail refers to goods with a value of 5,000 yuan (excluding transportation, insurance, miscellaneous expenses, etc.) and below, except one of the following conditions:

(1) involving the control of licenses;

(2) It is necessary to handle export tax rebates, export collection or foreign exchange payments;

(3) Inspection and quarantine shall be carried out under the general trade supervision mode;

(4) The port quarantine shall be carried out according to law in accordance with the supervision method of the sample advertisements.

Second, the upgraded new express mail system is suitable for A, B, C class express mail declaration.

3. Inspection, quarantine and related systems of Class A, B and C express shipments will be discontinued.

4. The express carrier operator shall truthfully declare to the customs and provide relevant materials in accordance with the customs requirements.

This announcement has been implemented since September 25, 2018.
